Advice greatly needed!

My little boy is 18 months old he shares a room with his sister who is 3. They’ve only been sharing for about a week. He’s still in his cot.

He normally goes to bed no problems at all, he has his milk, talks to himself for a little while and then he goes to sleep. But about once a month it seems he refuses his milk and screams at bed time! He stops screaming and starts laughing as soon as I go in the room to settle him. This is the fourth day with him doing it. Last night I put him to bed at 7, his sister was already asleep and he started crying again, so I was in and out of that room every two minutes laying him down and settling him. He just lays there when I’m in the room. This went on for an hour and a half until his dad got home. As soon as he saw his dad he stopped. I don’t know what to do or why he’s doing it? He’s absolutely exhausted! He’s not poorly/teething. He’s just refusing to go to sleep unless I’m stood there! But when I stand there he stares at me. He doesn’t do it when his dad is home. Any advice as to what I can do or why he might be doing it? He only does it like once a month for about a week.
