I really don’t know what to do my heads torn so I’m looking for advice

So my friend and her boyfriend split up and they have 2 children a girl who’s 4 and a boy who’s 2
So they’ve split up and the kids have stayed with her now here’s the thing she doesn’t seem interested in them doesn’t have any sort of routine for the children and meals are as and when
There’s no bedding on any beds the 3 year old girl sleeps with her mum air just falls asleep anywhere the 2 year old just has a dressing down on for a blanket

They both have no toys in there room nothing washing clean and dirty everywhere dog poo all over there garden
I’m just don’t know what to do

I’ve spoken to her tonight and she said she wants help with routine and money budgeting and food planning and getting her house and head straight
I want to help her I do but I don’t want it to be for nothing and how do I go about it I’ve got three children and a routine of my own

Please help me help her
