Can I have a ppp

So my partner has 2 girls ones from his ex and ones with me,he has his daughter sat,sun,mon,Tuesday and ovs our daughter is with us full time,my daughter only 2 and doesn’t see her dad even thou he lives with us he refuses to make time to see her he has not seen her since Wednesday because he’s always out,he told me he was working but turns out he had gone to pick his other daughter up and take her to get some sweets so by time he got back my daughter had gone to bed,it breaks my heart because everyday she crys her eyes out telling everyone she misses her dad.

I need some advice on how to explain this to him to make him realise what it’s doing to her?
