Hi can I have a post please…

So I just want to hear opinions in case/ before I overreact..

My nearly 2 year old son is at nursery 3 times a week and every time either I or my mil go to collect him he’s wearing a dirty nappy (always poo). This has been everyday apart from 1 over the last 3 weeks and when I’ve collected him I’ve asked them to change him before I left. My mil hasn’t said anything to them but mentions to me.
It not always the same staff every day of the week either.

Now I’m a bit unsure of how to resolve this problem.

He’s genuinely happy and settled there but I feel as though they shouldn’t be missing this and he finishes at 2 different times so they must consistently not be checking (its either after lunch or 6pm leave times).
I tried to see the manager today but she had already gone home.
Would you ladies wait for her to be back in and have a chat? Put a complaint in writing? Move him out of there?
I’m at a bit of a loss. He’s been there 6 months and we never used to have this problem ever. I just want the best for my son where he’s happy, safe and well looked after.
I might add that if I sent him into nursery in a shitty nappy every day they would say something to me!!
