Hi can I have a ppp 😊

I have 2 children aged 11 & 13 to a guy who doesn’t pay for his children and has basically just been bothered with drugs since we split up (when they were 2&4) he lives with his parents so I usually let them go see them when they can be bothered but their dad has been sectioned regularly as not he has psychosis amongst other mental illnesses caused by drugs! (He’s currently in Hospital now) I don’t want them going there anymore as I feel it’s not fair on them and I’ve just applied to have their names changed by deed poll but he’s on their birth certificate and has parental rights but like I said he’s in no mental state to have any say in their life. Can I still change their name without his permission? I haven’t been court or anything as I want less trouble as possible.
