Could I have a pp please?

My cousin (lady) has fallen out with her partner of 10 years. They have 2 kids and are in council housing. Her partner, the lad, has been a stay-at-home Dad since the kids were born. He’s not on the tenancy agreement but they are both listed to receive housing benefits.

My cousin has asked him to move out of the house and if he doesn’t she’s about to call the police on him. He wants to move out with the kids as he’s the one who’s been taking care of them.

No bashing please but as a family we all agree the kids are best with their Dad.

Who/Where does he go from here? Has he got a leg to stand on with the council, or even the police if she calls them on him (P.S. no violence at all). Thanks.
