hi can i have a private post please.

not baby related. me and my current partner have been together 3 years now and have a 18 month old girl together. i have a 4 year old from a previous relationship. not the best relationship at all. her biological father isnt on her birth certificate for many reasons (i was also advised to keep him off by solicitors before i get bashed for him not being on there) he sees her for a few hours every fortnight, sometimes even longer. he has never been a constant role model in her life and has let her down countless times. my current partner was my best friend before we got together and has always been there for me and my 4 year old when her father couldnt be. my question is, how would i go about changing her last name to the same as her sisters by deed poll and would i need his permission to do this?
