Hi I was wondering if I can get a private post please

I’m asking for a friend he has a daughter with another woman but hasn’t got access and she has put another man’s name on the birth certificate when there is dna proof that it isn’t said persons child is there any way to either get it changed or is it against the law to put another man’s name?
