Please could someone advise me on what this may be, she’s had tights and boots on all day, certainly not nettle stings!!! Been at nursary and not been outside. Pic in comments

Looks like hives which would suggest allergy. Are the tights new (starch in them?) Allergy to wool?Any new cleaning products?
My little boy gets this 2 eas told an allergic reaction to something or d pollen outside
