Can I have a ppp?

I have two boys ages 2-4 there dad is practically useless doesn’t see them or even want to see them, I’m really struggling with there behaviour they don’t ever do as there told no do they want to, they constantly wind each other they even fight and it brakes my heart to see them act like this, I’ve ran out of options!
They can’t even share a bedroom because of how they act towards each other I’ve tried asking for support from my hv but she’s useless just keeps telling me they will grow out of it but they have been this way towards each other for as long as I can remember, they even fight over me if one sits next to me at the dinner table or even the sofa the other has a complete melt down!

Can someone please advise me on what to at my wits end with it all x
