Hi could I get a pp please

My daughter is 6, ever since she was little she’s always suffered with dry itchy arms. The only time they don’t play up is when we go abroad and she’s in the pool constantly, in fact it completely disappears!
I’ve been to the doctors hundreds of times and they just say it’s eczema, they’ve given us numerous creams ie balneum cream, zerocream and a few others but they literally have her in tears with her saying it’s burning and we have to wash it off, I’m currently using epaderm cream but it’s stopped her skin being dry but now it’s coming up like this so I can obviously no longer use this. I’m starting to think that maybe this is not eczema. Does anyone have any ideas or suggestions on what to do or use to help her? It seems odd that it completely clears up when we’re away.
Any advice will be greatly appreciated thank you x
