Advice needed

My daughter is 7 months old, the relationship I had with her father wasn’t great however I fought and fought to save it from 4 months pregnant for my daughters sake ending it finally when she was 4 months old. He wasn’t there during the pregnancy as work and himself were more important. He was made to be at the hospital during labour but left when my daughter was 2 hours old. He repeatedly says we’ve ruined his life and he wants nothing to do with her. I though for him to be in her life as he is her father. He now has her Tuesday and Thursday evenings for 2-3 hours and every other Sunday and the occasional Saturday if I say to him does he want her, however it’s always his sister or parents that have her. He then picks and changes if he does and for how long or says no that she’s better of with me. I swapped a weekend so he can have her today (fathers day). He doesn’t give her dinner when I ask and she always comes back stinking of dirty oil or chip fat. Won’t talk to me when picking up or dropping off, he won’t even get out the car. When he dropped her back Thursday just gone he handed me a printed shared parenting document that he had printed straight of a website. Where do I stand? What do I do?
