Can u have a pp please.

My daughter is coming up to 21months. She uses hand signals to express herself and im being told this is why she is lazy with her speaking as she can get everything she wants with her actions. She can say several words but choses not to. Can you tell me how your similar aged kids are speaking please?? And any tips to bring her on please. Ty
